# Local Services Ads vs Google Ads: What Are You Paying For?

Local Services Ads vs Google Ads: one charges per valid lead, the other per click. Check eligibility and prepare your phone before you spend.

Local Services Ads vs Google Ads is partly a choice between paying for a qualifying inquiry and paying for a click, with different eligibility and handling requirements behind each.

The distinction matters. “Pay for leads” can sound like “pay for customers.” Google has not agreed to run your estimates, persuade a price shopper or fit another job into a full diary.

Here, Google Ads means Search advertising using CPC billing, not every campaign available in the wider product. The comparison is for service owners in the United States and Canada. Availability and features still depend on the business, category and market.

Before buying either channel, I would put the public foundation and receiving desk in order. [TQP's Local Ranking Accelerator](https://www.thequietprotocol.com/solutions/local-search) keeps business details current across its supported listing network, while a separately configured [AI Receptionist](https://www.thequietprotocol.com/solutions/ai-receptionist) or intake system gives calls and requests a next step. The reason to buy TQP is the connection between being found and being ready to respond.

**The short answer** Local Services Ads charge for valid leads and are only open to eligible categories and areas. Google Ads charge for clicks and need more setup and judgment. Check eligibility, learn the current lead credit rules and prepare your phone and follow-up before you spend, because every paid lead costs the same whether you answer it or not.

## Check whether Local Services is an option

Do not build the plan from a competitor's badge or an old list of eligible trades. Use the current eligibility check for your real location and service. [Google's getting-started page](https://support.google.com/localservices/answer/6224841) says the product is available only for certain categories and directs owners to check their area.

The [screening guidance](https://support.google.com/localservices/answer/6226575) also varies by category and location. Relevant registration, licensing, insurance or other checks may apply. Budget time for the actual onboarding process. A badge represents the checks Google specifies; it is not a promise about your revenue.

If the business is not eligible, ordinary Search advertising may still be an option under its applicable rules. It needs its own campaign and landing-page preparation. You do not solve an eligibility problem by choosing a category that describes somebody else's business.

**What the charge represents** Read the campaign and lead rules before forecasting customer acquisition.

| Decision | Local Services Ads | Search ads with CPC billing |
| --- | --- | --- |
| Paid event | A lead Google treats as valid under its rules. | A click on the ad. |
| What comes next | Respond, check fit, estimate or book through the applicable lead process. | The visitor reaches the destination; an inquiry and suitable job still have to follow. |
| Choice of service and market | Use the eligible category, job types and service areas. Screening may be required. | Build the campaign, targeting, ad and suitable landing page under Google Ads rules. |
| Owner's comparison | Review charged inquiries, credits and suitable work separately. | Review click spend, inquiries and suitable work separately. |

[Google explains CPC billing](https://support.google.com/google-ads/answer/2464960?hl=en). For Local Services, use the more detailed [valid-lead rules](https://support.google.com/localservices/answer/7195435?hl=en), not just the headline on an advertising page.

## A valid lead does not have to become a job

**A voicemail can be a charged lead.** Google's rules can also treat meaningful automated engagement that collects a service request, callback request or booking as valid. Charging is not limited to a live receptionist speaking to someone.

A valid customer asking about price, cancelling, failing to respond to a callback or contacting you outside business hours is not automatically eligible for a credit. “We didn't book it” is not a sufficient billing diagnosis. [The lead guidance lists the conditions](https://support.google.com/localservices/answer/7195435?hl=en).

That makes receiving the inquiry part of the purchase. A plumbing dispatcher needs to know the job types being advertised, who can attend, where the team actually goes and who owns a callback. Otherwise you can pay to discover that your advertising and your diary disagree.

Our AI voice agents start at US$449 per month with free setup (normally US$1,495), with call minutes included. TQP maps the call jobs, service questions, routing, booking and human handoffs, tests realistic calls, then maintains the agreed paths. That is what I would pay for before asking a busy team to absorb another stream of paid inquiries: an answering process designed around this business, rather than an attractive voice left to improvise.

## Use the current credit rules

As checked on September 30, 2026, Google's [automated-credit documentation](https://support.google.com/localservices/answer/15100654) says invalid or low-quality leads can be excluded from charging initially. Charged leads can later be reassessed and credited automatically. The lead-feedback process is available, but it does not promise a refund whenever you disagree with a lead.

**Credits are not available for healthcare verticals or tax specialists**, nor for advertisers in EMEA. Google also says it no longer supports credits for “job type not serviced” and “geo not serviced” leads. Check the rules for your own category before assuming the same protection a different business has.

For an accounting owner, that tax-specialist exception is more useful than a generic declaration that Local Services is low risk. For a trades owner, careful area and job-type settings matter before the next inquiry arrives.

![Paid lead, handled inquiry and booked work are separate stages, with billing status recorded separately from the sales outcome.](https://www.thequietprotocol.com/images/editorial/b029-local-services-ads-vs-google-ads-diagram.webp)

A valid lead can fail to book. Keep billing status beside the service outcome so neither a charge nor a credit gets mistaken for completed work.

## Prepare the desk before opening the tap

Decide who receives calls and messages during advertised availability, what they can promise and how they hand off the next step. Test the business contact route yourself. **A working callback owner is part of the budget decision.**

Google says repeated failure to answer calls or respond to messages may affect Local Services ad ranking. That is a statement about this advertising product, not a general organic Maps penalty for every missed call. [See the product guidance](https://support.google.com/localservices/answer/6224841).

Keep a simple record for the channel, requested work, response, fit, charge/credit status and eventual outcome. Handle any sensitive information in the appropriate system. Call recordings are not available for every vertical; do not design a process that assumes you always have one.

## Choose with your own evidence

For an eligible business selling straightforward local jobs, Local Services may suit direct inquiry handling. For a service that needs explanation or a dedicated page, Search advertising may give you a more useful route through the offer. Neither statement proves one channel will be cheaper in your market.

**Compare the cost of suitable work**, including management and response effort, after you have enough actual evidence to make that comparison. Do not compare one product's lead count with the other's clicks.

If the decision is broader than these two paid products, read [local SEO vs Google Ads](https://www.thequietprotocol.com/blog/local-seo-vs-google-ads). Bring the advertised service, the real area you can attend and the present call route. ## Frequently asked questions

### Are Local Services Ads available to every business?

Eligibility depends on the service category, location and current program requirements. Check the actual business before planning spend or treating the program as a universal option.

### Does a valid advertising lead have to become a customer?

No. A valid inquiry and a won job are different events. Keep lead validity, fit, staff response and the final outcome separate when reviewing performance.

### What should the business fix before buying more calls?

Make the service promise, phone route and follow-up ownership dependable. TQP can connect the website, AI answering and receiving work around that path, so the company can carry the opportunity the advertising creates.
